Confidence is a community signal — not a verdict. It's shown out loud, with receipts, and it answers to four rules we don't bend:

Receipts, not rumors. Every number is derived from append-only evidence — never a counter anyone can inflate by clicking.
Volume isn’t proof. Reports prove the spam is real; naming who runs it takes evidence. The score is capped until attribution is corroborated.
The accused get a fast lane. Anyone named by mistake can dispute — the listing freezes while a human reviews it. We verify standing, never guilt.
Nothing is quietly erased. Moderators can hide for review, never delete. Every action is logged and attributable.
